Operational Framework 2009 entry  pg 28, paras 85 and 86:

85 Foundation doctors should be strongly encouraged to stay in their appointed foundation school for the whole of their two-year programme. However, some foundation doctors may want to withdraw from a foundation training programme so that they can join another foundation school for F2. If they do not meet the requirements for an interdeanery transfer (IDT), they will have to apply (see paragraph 55) for an advertised F2 post. Before applying, foundation doctors should discuss this with their educational supervisor and get appropriate career advice.

86 Foundation doctors need to know about the GMC’s rules on accepting posts and then refusing them, without allowing the foundation school enough time to make suitable arrangements to meet patient and service needs (
Good Medical Practice, paragraph 49). A doctor who has been allocated F2 training in their original foundation school will be expected to take it up and must not then withdraw from it unless they have the foundation school director’s agreement. The doctor will be expected to meet the terms and conditions of their contract if they want to resign.

Special Circumstances

Current Severn F1 trainees were allocated to a two year programme when appointed. The Foundation School Committee has decided that changing your F2 allocation is not permitted, except in extraordinary circumstances.  For further information, please see our

The only 'swaps' you may apply for are within a rotation ie GP/A&E/Ortho rather than A&E/Ortho/GP.  You are NOT permitted to request a swap with another trainee in a different rotation or Trust.

Foundation School Transfers

Severn trainees wishing to apply for a Foundation School (Inter Deanery) Transfer should download the relevant guidance and form from the national Foundation Programme website complete and return to Clare Moorcroft, by Friday 11 December 2009

In order to be considered for a Foundation School transfer, a trainee's circumstances must have changed since F1 allocation.

Trainees wishing to transfer into Severn must consult their home Foundation School in the first instance.

F2 Overseas

Severn trainees wishing to apply to undertake F2 overseas should download the relevant policy and form below, complete and return to Clare Moorcroft, by Friday 22 January 2010.

Time Out of Foundation Programme (TOFP)

Severn trainees wishing to apply to take time out between F1 and F2 should download the relevant policy and form below, complete and return to Clare Moorcroft, by Friday 22 January 2010.

NB – trainees applying to undertake F2 overseas DO NOT have to complete the TOFP form.
